In late fall, 1999, as the major remodeling project for the East Wing of the Main Building at Bates Technical College’s downtown campus was nearing completion, the College was charged by the Washington State Arts Commission to design and construct an art project to commemorate the event. The only significant condition placed upon those who undertook the project was that whatever the outcome, Bates career training students and faculty would be responsible for the work to be done.
