Transfer Rights and Responsibilities
In 2008, Governor Chris Gregoire and the Legislature asked the Higher Education Coordinating Board and the State Board for Community and Technical Colleges to work on transfer issues through the Joint Access Oversight Group (JAOG), including development of a list of student rights and responsibilities regarding transfer.

The Transfer Rights and Responsibilities (TR&R) informs Community and Technical Colleges and Baccalaureate Institution students of the expectations that colleges and universities hold for them as they develop and fulfill educational plans. The TR&R also outlines the standards for colleges and universities related to the establishment, publication and communication of program requirements.
